Only a few countries in the world have regulations for bicycle lights, and Germany is the country with the most thorough implementation. There are a few things to note in order to comply with German regulations: lights must not have a flashing function (flashing makes people keep staring at the flashing light), lights must have a low battery indicator.

Therefore, there are two most difficult parts of the design of German lights: the bright and dark cut-off lines and the even distribution of the light beam. Early tungsten bulbs, as long as the purchase of standard reflector cups and lenses, can easily comply with the regulations, but LED will make the high-end bike light industry reshuffle. 

At present, Taiwan has the ability to design German LED headlights, vehicle testing center, Dengguan Technology, CROPS, Busch&Muller, inoled, Spanninga, and most other light factories are using other manufacturers' lenses or reflector cups and other optical components to design lights, which can not comply with regulations, which is why there are only a few on the market. This is why only a few lamp manufacturers have German standard lamp products in the market.
